Governor Pataki has also implemented bold, sweeping, fundamental reforms in restructuring the state's welfare system. Work requirements, anti-fraud measures such as finger-imaging and drug testing, as well as child support enforcement are restoring welfare to its original intent as a temporary helping hand and not a way of life. As a result, a half million fewer New Yorkers are on welfare today than were when Governor Pataki took office.
